Extend right of appeal for major planning developments to objectors
‘For the Government to change the National Planning Policy Framework and Planning law so that in the case of major developments those objecting have a right of appeal.’
If a planning proposal is refused, those submitting plans have three options of appeal, Written, Hearing or an Inquiry, whereas those opposing have no right of appeal. Major developments can affect thousands of people who may object for valid reasons but do not currently have a right of appeal. Providing a right of appeal would be fairer to the public and provide a safeguard where a major development should be reconsidered.

One example of a major development is the very large prison planned for Full Sutton in East Yorkshire. The 1440 capacity prison with four storey buildings was granted outline planning permission without undertaking an environmental impact assessment and with misleading information. If built, it will result in deterioration in conditions for both walking and cycling in the surrounding area and for Full Sutton village due to the extra 1000 plus motor vehicle trips per day. More than 3000 people objected, Sustran’s, the police and all the local councils. The prison is very close to the NCN route 66/Way of the Roses cycle route and a local cycling route passes the prison, so any significant increase in traffic will be harmful. Having a right of appeal for both sides in a planning process is needed to ensure major developments are safeguarded against one side having an undue advantage.
